What was the vampire movie...?

where the vampires spun their victims around to put them in a trance,they worked/lived in a carnival because i remember fun house mirrors,and they had long black hair. it may have been from the seventies and may have been a foreign film. it wasn't a great movie but it's bugging me that i can't find it.
