What does IRO stand for?

In the Coheed and Cambria storyline Coheed, Cambria, & Jesse (Along with others) are called IRO-bots, I know that it means they are robots (I guess the proper term is android or something) but I can't help but wonder what the IRO stands for if it stands for anything. Anyone know
