Can someone tell me the name of this movie from my childhood?

I think it was a Disney movie but not sure. It could have been made anywhere between 1970-1990. It was an orphan girl who joined a school for witches. She had a black cat and she flew on her broom. She was picked on but in the end became the best witch(sound familiar Potter fans?) Any help would be great. Thanks!
